POLICY 2004-2
TOURNAMENT TEAM SELECTION
PURPOSE:
The purpose of this policy is not to supercede the club tournament rules but to establish a fair and consistent framework for the selection of tournament dates, sites, payment of entries and selection of teams. Barrie Bassmasters annually holds both qualifying and open tournaments. Number and type of tournaments will be decided by the tournament committee.
TERMS: Selection of sites and dates.
The tournament director shall before the March meeting select the sites and dates for the current year's tournaments. The selection shall then be presented to the membership at the March meeting for discussion and ratification. A copy of the approved list of sites and dates will be distributed at the April meeting in the form of an OFFICIAL ENTRY FORM.
TERMS: Payment of entries.
Tournaments must be paid in full prior to the draw. Draws will take place at regular club meetings. Number of tournaments drawn at each meeting will be decided by the tournament director and recorded in the minutes. Entry fees will be $40.00 per person per tournament. Paybacks will be as per the official payback schedule.
TERMS- Selection of teams.
At the meeting the tournament director shall divide the entries for each tournament site into boater and non-boater classifications. Should there be more boaters then non-boaters eligible senior members of the Junior club will be invited to enter before the draw. Should an eligible Junior club member wish to enter as a boater, this would be acceptable if the boat is needed and it does not result in an odd number of entries. IN NO CASE WILL A JUNIOR ENTRY BE ACCEPTED IF IT RESULTS IN AN OFF NUMBER OF ENTRIES. Team selection will be by random draw. No person will be paired with the same person more then once each year.
TERMS- New members.
Members joining the Barrie Bassmasters after the tournament team draw date are eligible to fish the remainder of the tournament series. The rules for partner selection will be as described in the terms for selection of teams. Each tournament entered must be with a different partner. New members must declare which tournaments they wish to fish as described in the terms for payment of entries and payment is due in full at time of registry.
EVERY EFFORT WILL BE MADE TO PLACE ALL ENTRANTS WITH A SUITABLE PARTNER. ALL PLACEMENTS ARE AT THE DISCRESSION OF THE TOURNAMENT DIRECTOR.
CONDITIONS- General
- All boaters MUST supply their own approved PFD ,
- All non-boaters are responsible for their share of expenses
- Verbal communication between team members prior to each tournament is highly recommended.
- Tournament rules are final
Barrie Bassmasters Club Tournament Rules
1. Eligibility: Participation in the Barrie Bassmasters Qualifier series is limited to members of and in good standing with the Barrie Bassmasters/Bass.Federation that are 16 years of age or older. Fields may be limited (see event specific rules). Entry fees must be paid in full at the date designated by the director No exceptions to this rule.
2. Teams/Partners: Teams wil1 consist of 2 members and will be randomly selected by a drawing of a boater and a nonboater. The results of the draw are final and will only be adjusted in the event of one team member canceling. In this case the Tournament director will make an attempt to replace the team member that has dropped out. See event specific rules for non drawn partners. In the event that the boater does not show up on the day of the event, the non-boater shall receive their entry fee as well as the boater’s entry fee as compensation. In the event that a non-boater does not show-up then the boater will be given the option to fish by themselves or receive a refund including the non-boaters entry fee.
3. Tournament waters: AlI water accessible by boat from the lake proper is deemed tournament waters unless specified by the Tournament Director. (See specific rules) Locking through to other waters is not permitted. Fishing is prohibited within 30 meters of another competitor's boat which is anchored. To be deemed anchored; the trolling motor must be out of the water. During fishing hours, boats must remain apart at all times. All angling must be done from the boat.
4. Pre-tournament Practice: The tournament waters will be off-limits from 5:00 pm the day prior to the event. Transporting of bass for the sole purpose of stocking an area for a future tournament is both illegal and prohibited.
5. Official Protests: Competitors wishing to make an official protest must do so by reporting to the Tournament Director immediately before weighing in their fish. Protests regarding refusal to fish with a drawn partner must be addressed by a minimum of 3 members of the tournament committee their decisions will be deemed final.
6. Late Penalty: Minus 8 ounces per minute late.
7. Contestants must Remain in Boats: In the case of an emergency, it is permissible for competitors and their fish to be removed from their boat to the boat of another competitor for the sole purpose of transporting the other competitor and their fish back to the weigh-in. No competitors may step on shore without the approval of a tournament committee member or under supervision of another competitor. Washrooms may be used at marinas.
8. Sportsmanship: Competitors must follow high standards of sportsmanship, courtesy and safety. Drunkenness and/or disorderly conduct during the pre-fish and/or the tournament hours will not be tolerated and will be cause for disqualification from the present and/or future "Barrie Bassmasters" club events. Any act that reflects unfavorably upon the Club/Federation's efforts to promote fisheries conservation and a high standard of professional sportsmanship shall be reason for disqualification.
9. No Alcoholic Beverages: No alcoholic beverages or other stimulants or depressants shall be allowed in boats or in the weigh-in area.
10. Only Artificial Lures may be Used: No" Live Bait" or" Prepared Bait" With the exception of pork rind and strips is permitted Trolling as a means of fishing is prohibited. The practice of dragging plastic baits using wind or electric is acceptable.
11. Boat Equipment: Boats, motors and equipment must comply with current Coast Guard regulations. Boats must be equipped with an operational ignition kill switch that must be attached to the driver's body when the combustion engine is operating Canoes are not permitted. Personal floatation devices must be securely worn while traveling at other than trolling and drifting speeds.
12. P.F.D.'s: All competitors must supply their own Coast Guard approved Personal Floatation Devices, and must be worn while combustion engine is running. It is the non-boaters responsibility to provide their own P.F.D.
13. Aerated Live wells & Live Bass: All competitors’ boats must be equipped with a fuUy operational live well. Bass weighed-in Dead will receive a 1/2 pound penalty. DEAD BASS WlLL NOT BE CONSIDERED FOR THE BIG BASS PRIZE. The Tournament Director shall have the sole authority in assessing the status of bass and applying penalties.
14. Transporting of Fish: during competition hours, under power of your main engine, the maximum number of bass allowed in your boats live well is 4 Bass per person. If you are caught with more than your allowable limit, your fish will be culled down, starting with your largest bass.
15. Size and Limits: A maximum of 4 Bass per person (largemouth or smallmouth) per day may be presented for official weighing. Minimum size is 12 inches (tip-to-tip). Bass measuring less than the minimum are ineligible, and I pound shall be deducted from the balance of the individual’s and team's weight.
16. Communication: Competitors may not use cellular phones or radios to communicate during competition hours for the sole purpose of sharing specific advantageous knowledge related fish location and tournament waters. 17. Fishing Hours: Fishing hours shall be from 7:00 am to 3:00 pm, on full day events and 2:00 pm to 8:00 pm on afternoon events. Hours may be adjusted by the tournament director at his option. No fishing shall be permitted from the pre-fish closing time until these hours.
18. Prizes and Ties: In the event of a tie for 1st place, the prize money for 1st and 2nd place shall be combined and split between the two parties equally. In the event of a tie for 3rd place, the 3rd prize money will be split between the two parties equally.
19. Scoring for Angler of the Year Standings: Scoring shall be done on a point system based on the finishing place of your 4 best tournaments. The angler with the most accumulated tournament points will be Angler of the Year. 1st=30, pts 2nd=28pts, 3rd=26pts and so on.
20. Big Fish: A big fish prize will be awarded each day of the event to the competitor that weighs in the largest live bass, to a maximum of $75.00.
21. The Tournament Director: The Tournament Director has the discretion to I) Disqualify competitors for any violation of the tournament rules, without refund; 2) Cancel or postpone the tournament in the case of bad weather. ALL DECISIONS ARE FINAL.
22. Qualifying tournaments will be a team individual tournament. The boater will be able to weigh in four (4) fish. The non-boater will be able to weigh in (4) fish. The fish will be kept separate by means of either tagging or in separate live wells. Each boater and non-boater will weigh in fish separately. Then the weights will be combined to get your team weight. Each person will now carry his/her weight for Angler of the Year. Angler of the year will receive free entry into O.B.F. Qualifier. Top 10 qualifying individuals will receive subsidized entry into O.B.F. for the following year providing funds are available.

Notes 1) Points are only awarded if fish are weighted in. In other words, you may finish in 15th place with 0 weights but you will receive no points.
2) Your best 4 of 6 qualifiers count towards the final year end standings.
